The Form 8941 credit, headcount by wage

The approximate small-employer health care tax credit rate for every headcount from 1 to 24 full-time equivalents and average wages from $20,000 to $67,000, using the 2025 Form 8941 limits.

The credit pays a percentage of the employer’s share of premiums for a plan bought through SHOP, for two consecutive years, to a taxable employer with fewer than 25 full-time equivalents and average wages under the limit ($67,000 for 2025). The rate starts at 50% and falls in two directions at once: as FTEs rise from 10 toward 25 and as average wages rise from $33,500 toward $67,000. Tax-exempt employers get 35% on the same scale, refundable.

Start with your ZIP and your headcount, not with a plan name

A group quote, an ICHRA costing and the owner’s own plan all start from the same census: who is on payroll, their ages and home counties. Enter your ZIP and a licensed agent runs all four routes for your business, free.

Takes about 30 seconds. No account, and you choose how you are reached.

“I run my own business and my time is valuable. Daniel handled everything — compared the private options, explained what I was actually getting, and had me covered fast. Way better experience than trying to navigate it myself.”

Rate = 50% × (1 − FTE excess over 10 ÷ 15 − wage excess over $33,500 ÷ $33,500), floored at zero: the two reductions on the Form 8941 worksheet, using the 2025 inflation-adjusted figures (the 2026 and 2027 figures publish with each year’s instructions). FTEs = total hours ÷ 2,080, owners and their family excluded; average wages = total wages ÷ FTEs, rounded down to the nearest $1,000. The credit is also limited to the premiums the employer would pay at the state’s average small-group premium. Not tax advice; the form’s own worksheet governs.
